CCM viewed as being afraid of losing ruling party status

In Summary
The ruling party appears to be slow in abandoning the old system which may no longer be favoured by some Tanzanians. In my opinion, three governments should suit the new arrangement under the proposed new Mother Law.

CCM viewed as being afraid of losing ruling party status clout The ruling party is seen by some as an entity that, having been in power for a long period, is afraid of the proposed three-tier system because it may weaken its influence and power base

It is wrong for CCM to cling on the two-government system.

CCM is right to stick to the two governments. We don’t need three governments because they would add another burden to tax payers.
It is even better to opt for one Union government rather than three administrations as touted by some opposition parties. I am also worried over conflicts of interest if the three governments are allowed.

Three governments should be the option under the New Constitution.
The issue here is to have a separate government for the Mainland (Tanganyika), the Union government and another one for Zanzibar. Under the current set-up, the Mainland has no government because the Union government does not necessarily cater for the interests of the Mainlanders.

Three governments system will have its problems. We are already having difficulties with the two governments.
