Chama Cha Mapinduzi Youth Wing (UVCCM) has threatened to disclose names of officials in the Zanzibar department of archives, births and deaths who are issuing birth certificates, Zanzibar identity cards (ZAN IDs) and other legal documents to non-Zanzibaris in an elaborate plan to rig future elections to their favour.

Zanzibar UVCCM Deputy Secretary General Shaka Hamdu Shaka made the remarks earlier this week while addressing a public rally at Garagara grounds in Mtoni constituency in Unguja. He said there were officials in the department with biased political motives seeking to steer the elections rather than allow democracy to carve its own path.

“They want to register these people as voter on the permanent registry,” he alleged, adding that: “…we have the names of these officials who are playing this dirty game… if they will not stop, we will disclose them … we want the minister to take appropriate action.” He explained that, the department, which is under the Ministry of Constitutional Affairs and Justice and is led by Aboubakar Khamis Bakari (CUF) has unduly fired old and hired new officials in the office whom they have planted to serve their interests.

He called the new officials ‘puppets’ who are being prepared to rig the forthcoming 2015 general elections.
